    The string of lights in Canada shown here are IMO have a simple explanation, and I’m surprised no one mentioned it. You’ll notice several things, they are all in a straight line, and that line is directly above the street below. We see traffic lights at intersection. The lights above the street are red and green, just like traffic lights, I believe the red one at the far end of the picture is right above the red light at the far end of the street.

    Certain atmospheric conditions can cause reflections in the sky from lights on the ground. And the one description of “shimmering lights” between the colored traffic light reflections….car headlights.
