The sharp increase in UFO activity in 1977-1978 in the Soviet Union (especially, after the famous Petrozavodsk Case) had caused appropriate departments within the USSR Academy of Sciences “to agree” with the Soviet leadership and create a research program for anomalous atmospheric phenomena.
